Text messaging has grown into a major component of outreach efforts for campaigns and civic participation organizations alike. However, SMS efforts can be impacted by problems with deliverability, such as when carriers reject their messages as spam. Because carrier decision-making is opaque, it is often unclear exactly why certain messages are being rejected while others aren't. We will begin with a broad survey of SMS deliverability issues, and then present findings from detailed analyses of three large SMS campaigns carried out in 2020, covering tens of millions of messages.
